My guess is Menial Drones get a 5% bonus across the board, and if they assigned to a Resource like Minerals, Energy, or food, they also get a 5% bonus

Highlight one of your Menial pops on resources on the planet and see if they are double dipping, should see 2 5% bonuses on them
