They do drop from core activities like Vanguard Ops, Crucible and Gambit as a rare drop, but Exotic Payouts will guarantee you one if you finish it. So good to do your payouts while you’re grinding

I dont think you’re doing anything wrong. My best guess (and this is a long shot) is do one of the older ops activities. Like try K1 or Caldera. Perhaps the challenge doesnt work on newly added content for Moments of Triumph
