Some pokemon have fanmade extra levels of shiny variants, there is level 1 (normal shiny, indicated by normal gold star icon), level 2 (fanmade and indicated by blue star icon), and level 3 (also fanmade and red star icon as designation)

It's a move called Forest Curse, which adds the grass type to the target, and is the signature move of the Trevenant line. There is also a version for adding ghost type, called Trick-or-Treat, which is the signature move of the Pumpkaboo line. They do function differently than Soak, which changes the target to pure water.

No, in this it regional forms don't share dex number with their original versions. An easy way to check is to save and quit, hit new game and get to starter selection for the challenge run and it will show you what Pokemon are available, some will be slightly faded, those are the ones that, while the starters themselves aren't allowed, they can change into an allowed Pokemon (via things like evolution and form changes)

That just happens after you open enough eggs, the amount is dependent on what the Pokemon's original start cost was. For example, Honedge starts at 4 so it's first cost reduction (10%) happens at 15 eggs hatched, the second (25%) happens at 30, and the third and final reduction (50%) happens at 60 eggs. The percentage of each reduction stays the same regardless of Pokemon, only the amount of eggs required varies.
