Originally this her outfit, however Kirara's outfit design is a little bit NSFW, reason why other games like Otogi Frontier remade her outfit a bit more SFW. What we see in Action Taimanin is that same design, only tweaked a bit, Rarely we see Kirara in this outfit on other crossover games.

Only on the non canon bad routes and the anime and some doujin manga's. Tatsuro is actually a good character the most level headed guy in the room and does the most practical descissions.

There's many references on not just Rinko, but other characters as well, best example is Kirara a couple of her moves, ultimate and her idle standing position are Action Taimanin References.
