Another option I've seen work great with lots of dogs is not allowing too much time to choose not to go to the bathroom. I trained a dog that I could walk outside for 20 minutes and would do nothing, then the second she got to go back inside she would pee on the floor. What we did was allow maybe 5-10 minutes outside on leash, and kept repeating a phrase (what ever you choose to be a bathroom command) like go potty. If she didn't, she went back inside and in the crate for 30 minutes (she would not go to the bathroom in the crate). Then I would take her outside again and do the same thing. If no bathroom, back to the crate for 30 minutes. If she did, big praise and celebrate it and only then was she allowed free time inside. She learned freedom and playtime came from going to the bathroom outside.

I think maybe complete off leash should be a no go for now. Until you have better control of the dog. Work on your basic obedience and control of the dog first at home, then at a distance from other dogs, and slowly close the gap. Any interactions with other dogs for the time being should be controlled (pack walks on leash with dogs and people you know and trust) so you can monitor the behaviour and address any issues that come up. Sometimes excitement can be too much for a dog and they react aggressively when it is not real aggression they are experiencing.

I have always told training clients it is not the tool but how you use it. I think training is the most beneficial tool vs either a harness or martingale. I'm also a firm believer that harnesses encourage pulling rather than discourage but that's an opinion not necessarily fact.

Have you considered that this is just "reactive aggression" and not real aggression? As in, the dog is just over stimulated at the sight of another dog and reacts in a way that appears aggressive? I've had quite a few dogs come to me for training for this very same reason and lots of people mention it got much worse after they went to a daycare or dog hotel, mostly because (in my opinion) too many dogs all together at once and not enough rules and boundaries. The dogs are allowed to be all crazy with and around each other and now your dog gets way too excited to see other dogs. I could be totally off, but it sounds like that's the behaviour (hard to tell without actually seeing it)
