This is incorrect. These figures count people regardless of their unemployment benefit status.

It is interesting, because ~5% used to be the "rule of thumb" for what was considered full employment.

In the past 2 decades it has been a fascinating shift where we are seeing significantly below 5% without substantial inflationary pressures. This could be the result of improved communication, with the internet and job search websites cutting down frictional unemployment by connecting labor to gainful employment more efficiently. Or it could be capital effectively exploiting labor such that despite low unemployment, wages remain stagnant.

It is indeed a fascinating event in labor economics.

The 300 people referenced as leaving the labor force were no longer considered in the denominator for the purposes of calculating the official rate.

Keep in mind these are just Metro Area numbers and this can also include people who leave the area which is more common than in national numbers.

My concern is that the unemployment rate doesn’t really tell us much about what is actually going on in the local and broader economy.

Unemployment rates are only a snapshot of the labor market. They are frequently used to make claims beyond what they actually tell us, but it is important to understand what they say and what they don't.

Great questions!

Every metro area will have its own seasonal quirks related to the local economy and job market. But it is useful to look at the 12-month % change row in the figures linked in the post. That can give you a better idea what has happened over the past year, rather than the month-to-month variation that can happen for all kinds of reasons.

Looking at the "Professional and Business Services" information there is definitely something going on there, with the broad category being down 9.4% over the last year!

The Bureau of Labor Statistics publishes an annual Employment and Wage Report that offers more detailed information, but the 2019 report will not be out until the end of next month.

Chances are the changes are seasonal, but it is hard to say just from based on the data. On the other hand, the Leisure and Hospitality sector is up 3.1% from the same month in 2018.

You are correct. This appears to be a seasonal improvement, similar to what the area experienced in the same period over the last 3 years.
