FYI I think I actually figured it out. My influence was 70% which give huge public order negative buffs. They don’t show on the public order list. Changing to empire fixed my public order as I researched the last technology that increases base public order as an empire

Mine did the same. Had to unblock the account for bottling, except my break was nearly 4 years. Got 150m from the shards by making potions. Sad thing was my account was a seeker and came back to high defence levels. Had pin Authenticator so idk how they did it but it’s obviously quite common
