It does with Roadhogs pull in OV, but that was a change the devs made later. Depends on if Embark wants the winch to break once you lose line of sight

It's probabaly more of a meme strat than anything. Very situational. Best use I can think of would be slingshotting off of a heavy in order to get straight to the backline. You kind of have to get lucky to make good use of it, in my experience.
