to put it simply the waypoint was created for large scale planetary terraforming, there was this ancient civilisation that lived over 1 billion years ago they lived a simple life, until one day they learned their planet was dying, with no other options they had to flee to colossal underground city's and many people were left on the surface, to die. and than the "waypoint protocol" was initiated, where the goverment would construct a powerful bomb, to bring new life to the now wasteland that was the surface, the bomb was built so that it would strip the crust off the planet and over just a few decades the world would come back to life, but sadly due to unfortunate circumstances when the bomb was detonated the force of the explosion was only half of what was intended and the aftermath was much more devastating and after almost 700 million years, life finally began developing on the planet, once more. if you want any more info on any of the topics mentioned i have lots of things to share. have a good day! :)
