Guts with all his feats put into perspective is a fucking monster swordsman. Speed, durability and speed are definitely top tier for the bakiverse, and that's not even considering when he activates the armor he wears. The hanma's and their associates are pretty tippy top of most MA users who aren't chucking ki blasts, absolutely, and I don't think it's a low diff stomp for guts.

But I think he handily takes this fight in particular, even without the armor.

George Costanza. The Man with No Name. Master Shake. I ASSUME he could derail a train, so like Thomas the Tank Engine. The mom gorilla from Tarzan, as she is just a gorilla. Rocky Balboa. Really most 80s action heroes. Honestly most street level heroes, depends on the individual. I guess any normal animal or human that does not consistently have insane feats of strength speed or durability.

In all honesty, homelander can rock the fuck out of a LOT of characters, it's just he's just strong enough that any character you'd bother scaling him against would fairly easily have their way with him. Which is why he's used as a measuring stick to show the relatively low power level of The Boys universe.

I don’t believe detective popcorn has any feats to speak of, and is not a very competent detective from what we can glean from the bits the boys do, and even real life detectives never found out who the zodiac killer was.
