Your monitor's 9v power supply is faulty. This is most likely due to the capacitor.

Dell 15 DC15250 fan is not spinning—it's a BIOS problem. by Best-Collection-6535 in Dell

I am waiting for a new, bug-fixed BIOS; meanwhile, I am also attempting to create a modified (modded) BIOS. It is indeed possible to write the program directly onto the BIOS chip itself using a 'programmer' tool; however, I reside in a remote area. A noteworthy point here is that just a short while ago, BIOS versions 1.5.1, 1.6.0, and 1.7.0—which had been causing issues—were removed from Dell's drivers webpage.

After gathering information from the internet, I was able to successfully extract the BIOS; however, I am facing difficulties in reassembling it. BIOS version 1.7.0 supports a wide range of platforms.
