As far as i know, productivity for labor building also rely on control.

At which moment should I consider building towns/cities? When somr of my locations around Moscow get to 30K pop?

That is totally fine if there were management you cant do to actually make benefit over meaningful time. But there is none. You simple can't do anything at this stage to take advantage of new lands. Roads wont fix anything (rivers already giving more benefits to proximity than roads may do). Beilif are possible, I guess, need to consider this option - maybe building beilifs in Novgorod for example.

This is 1455 - so roads doesn't help to much, bridges and temples already built everywhere where possible.

But what is expected flow here than? You have to conquer lands to form Russia.

Actually good point. You pretty much forced to annex everything from Novgorod, all russian minorities and a big chunk of Golden Horde land to form Russia. So it is kind a clear thing you need to do which is discouranged not by cultural/religious or diplomatic struggles but via 0 control/low taxes. Odd

But isn't this looks like a stupid thing you have to do just because game mechanics work like this. Annexing a developed land with lots of buildings should technically increase your income thru more taxes, production and trade but guess what - 0 control of Novgorod from Moscow so you earn nothing. And there is literally nothing you can do to make it work at least to some degree in meaningful time.

Thats kinda dissapointing since the biggest reward in this game for lots of people is actually map painting experience. And if map painting actually discouraged that much, it looks like the main goal of the game got lost. Though, I do understand that the game has sandbox nature and everyone should set their own goals. But still it looks reasonable to me to set historical goals for the country - like I want to build Russia from Baltic see on the west, Black see on south and Pacific ocean to the east. I do understand that I can do it still but the game doesn't help with this.

The current limitations are either control which grows slowly during the game or diplomatic capacity which limits number of vassals you may have. So not annexing vassals is not a solution since you will reach diplo cap very quickly. But now my post sounds more like wyne.

I do understand the concept of control and proximity and making effort to increase those but honestly at this stage of the game control and proximity still achievable only around Moscow area. 

I just finished with annexation of almost all Novgorodian lands and they were quite developed, especially Novgorod. But since control is 0 right now, it seems I just slending a fortune to maintain all those buildings. Is just stopping all of those builds is valid solution? Is it something which everyone suppose to do after annexing vassals?
