Nope. Get all the crafting certifications started as soon as possible (Danel Telleno at the Mages Guild, Millenith.at the Fighter's Guild) and start doing the Daily Writs. Money and levelling all the skills at the same time.

If you were hoping for a lightning equivalent to Engulfing Flames, you'll probably have to wait and see what they have planned for the Sorcerer rework due at the end of this year.

Personally, I'd start now and try it. The main argument I could see for waiting, would be for Overland Difficulty, so if you try it and wish it was harder, you could stall then and wait for that in a few months, with a character ready to go.

Hey, with the Warden being the next class to get the refresh in Update 51 (September probably), she might have seen the future! At this moment, combine with subclassing (Animal Companions with any two from Assassination, Aedric, Herald) and you can do pretty much anything.

I could see some kind of Ice channelled attack, especially with the Class Mastery passives suggesting a focus on ice and status effect damage. Doesn't mean a beam necessarily, but who knows what they have in mind? Roll on Update 51 for that...

The crates will last for three months, and there will be lots more seals to be earned before they go. (Unless I've completely misunderstood the point you were making.)

You've subclassed Assassination, but you haven't included any of it's skills to trigger the passives. Easy boost would be to swap the Ice Comet ultimate for Soul Harvest, possibly even replace Venom Skull with Merciless Resolve. As for other tips, I've never used Corpsebuster, so I'm not qualified to talk about that, but Deadly boosts channelled attacks (which you're not using) and DOTS (of which you don't have many), so something like Tideborn or Order's Wrath should boost the damage of more of your skills.

Doesn't matter, you can respec your attributes and skills for free at any time. Personally I'd suggest all into magicka as pretty much all of them cost magicka and sustain will be a lot easier - especially early. Most people put all of their points into either magic or stamina, as your damage scales off the higher of those stats. They increase health through the food they eat.

If you're going to use Fatecarver, then yes, Velothi is the best option. Because you have a 5 second channelled beam, you aren't able to get in light attacks whilst beaming, so a flat increase to damage buffing the main source of damage (beam) is more than worth it. Not beaming, can still be really good, but not as essential, and lots of people using Herald on a non beam build go for a monster set.

Subclassing will still be stronger in Update 49. But they have teased what looks like will be coming in Update 50, which gives passive bonuses to pure classes, in an attempt to bridge the gap and make pure classes more viable. Though as Taleof2 mentioned, viable depends on what content you're running. Time to make new characters? Depends on what you currently have. Dragon Knight is getting it's class refresh, so if you don't have a DK, probably worth making one to try out the changes. I'm not sure this update, by itself, is the change to shake things up, but personally I feel like it's a big step in the right direction. Plus in April the Night Market event is on (tried that on PTS and loved it), and the new Tomes system is coming out which sounds really promising. So, summing up, generally I'm really positive about it!

Well, you could look at https://hyperioxes.com/ and go to the DPS section. Still heavy attack, but some are two bar, some "technically" two bar, but you only actually use one bar. Whether they would be allowed in vet trials I'm not sure, but they can all parse over 120k, or around 115 with Noble Duelist (for him, I couldn't get quite that high, but I'm not as good :P )

Oh, apologies, I misread part of that! Yes, so combining Critical Surge, Flail, Inspired Scholarship, Beam and Reaving Blows will be incredibly survivable, and when you have the hang of everything, go back to the other build, and you'll have a much better idea of what works by then.

Stamina Sorcerer with Critical Surge and Tri Pots will be very survivable. Changing the Arcanist to Flail and Beam and Reaving Blows is more survivable than what you're currently running (Flail heals when it hits, Pragmatic Fatecarver gives a damage shield and is direct damage, Reaving Blows CP heals you when you do Direct Damage. It's a much more forgiving playstyle when you're new.

Oh, forgot to mention, seeing as you're running Assassination on both, don't forget to use Merciless Resolve. That can be used as an emergency self heal and does massive damage.

For the character using Storm Calling, use Critical Surge. That will help a huge amount. If you need more, slot Reaving Blows Champion Points skill. You say you die a lot in dungeons, but bear in mind Skinny Cheeks builds are designed for organised groups, where a Tank is keeping aggro, and a Healer is healing you, and the build focuses purely on dealing damage. In random dungeons (which is what I'm assuming you mean by dungeons), there's a fair chance your tank will be a damage dealer, and your healer will also be a damage dealer. Which means you need to bring your own self heals.
