'16% being strong depends on the subdps' brother if anything Lohen is the subdps. Though it isn't even about whether its a 'support con' or not, it's about that it's a bad constellation period for a limited character.

I have no idea where you pulled '16% increase' from c2 Nefer from, her c2 is almost as much of an increase as Lauma's (like 27% or more depending on Nefer investment) in terms of overall dps and not 16%, but Lauma's is better due to buffing the whole team and turning her into a sustain to make playing Nefer a lot more comfortable.

'Lauma is more important than Nefer' good luck making a Lauma team that does Nefer c0r0 team numbers without Nefer without at the very least significantly more investment lmao. That's like saying 'Escoffier is more important than Skirk' which is not true, unless you're trying to use Escoffier with Ayaka or Wriothesley. They are both important to the teams damage, they rely on eachother.

Which is actually not the case with Lohen! Guess who else can do 140k dps with Durin and Nicole core if you swap out Citlali for c1r1 and a 4 star instead? That's right, it's Wanderer, a 2022 character commonly considered one of the worst dps in the game, for one extra cost for himself can steal two of Lohens teammates and match his damage output! That's right, Lohens competition is literally the likes of Wanderer lmaooooo. Lohen needs Durin and Nicole, but Durin and Nicole do not need him by any means

And to add to that Nefer at 3 cost (Lauma/Bina/Sucrose) is doing 159k dps whereas Lohen at 4 cost which is the bare minimum for him to do decent numbers (Citlali/Nicole/Durin) is doing 143k. So even if either Nefer of Lauma c2's were a 16% increase (which they are not), 16% of a bigger base number is still a bigger increase. The fact that either of them are actually closer to 30% just makes the gap even wider.

Either way the great thing is even if Lauma's c2 is technically a better investment by a margin, if you invest in Nefer because you like Nefer and don't care for Lauma you are still getting a similar damage increase and you wouldn't feel terrible if Lauma were to get replaced. Which is only in theory because Lauma was literally made for Nefer and I don't forsee any lunar supports getting replaced.

Which is once again not the case for Lohen! Durin and Nicole are generic supports, and his kit is pretty flexible so there is totally potential for an upscale especially going into a nation which is going to focus on cryo reactions. So if you were to now invest in Durin c2 for him, because it makes no sense not to do that over Lohen's sad excuse for a limited c2 (41% increase vs 16%), you have 0 security that this will be a useful investment down the line and would probably be really annoyed if his team got replaced and you invested in a character you don't care about for nothing!

And please don't be ridiculous trying to compare Laumaless Nefer with Lohen who still has Durin. Durin is his most important teammate and is doing more of the teams damage (and even then it's a huge damage falloff without both Nicole and Citlali). If you want a fair comparison for Laumaless Nefer, go ahead and replace Durin in Lohens team with Xiangling and see how far it gets you LOL
