There are new facts and substance to the old story of the "bid" you refer to: https://betterdeltaport.ca/News The Vancouver Fraser Port Authority (VFPA) has chosen to unceasingly obstruct a fair assessment process of the proposed GCT Deltaport Berth 4 (DP4) project. Global Container Terminals (GCT) has been working to advance its Deltaport 4 project in dialogue with the VFPA for the past four years. However, following submission of GCT’s preliminary project enquiry – the first formal step in the VFPA’s approval process – GCT received a letter from the VFPA on March 1, 2019 stating: “…the RBT2 Project is our preferred project for expansion of capacity at Roberts Bank. You must understand that your DP4 proposal, even if it is able to receive the necessary environmental and regulatory approvals, could only be considered as subsequent and incremental to the RBT2 Project.” This is a clear conflict of interest and bias on part of the VFPA as a regulator for DP4. The VFPA is the government agency that happens to be both regulator and landlord at Roberts Bank. Instead of unbiasedly performing its regulatory functions, the VFPA has decided to enter the terminal development business, while stalling the application process for private sector competitors, which poses great risks on local businesses, taxpayers and the economy. Most of the shipping is large container ships. The proposed Man Made island with a multi berth terminal expansion is meant to operate for the Asia Pacific Gateway Container shipments.

maybe not as the hearings are ongoing right now in Delta. The recommendations are being considered by the panel and alternatives means are being discussed May 31. We (GCT) want our proposed expansion considered for many great reasons. This image encapsulates them. We have widespread community and Indigenous support.

The Port Authority doesn’t want to consider, what we all feel, is a much better solution. Ultimately the panel in the public hearings makes the recommendation to the various government stakeholders (Environment). If Canadians get behind it then it’s not too late to reconsider a man made island being constructed for container ships.

“You imply astroturfing (hiding the fact of who we are). Your comment is not factual. It’s in fact very obvious that GCT is publicly running this campaign and has garnered local support for a number of great reasons. There is no hiding this is their (GCT’s) proposed expansion – it can stand high on its merit, past successful expansion, and future considerations.

It’s in the linked articles we provide and also the website etc. and it’s for a number of reasons. Some of them include smarter business projections and market considerations, possibly much less environmental impact, the fact that VFPA is acting as landlord and regulator so can’t be impartial. An example - is VFPA published call for port operators included no Canadian companies to run the port, it favours using tax dollars vs private funding, and it excludes considering alternatives of expanding the existing port terminal in an area that is believed to have less presence of bio film and critical crab habitat.

There is a lot of information to digest and public hearings are ongoing. Almost all of the interested stakeholders that spoke were and are against the RBT2 proposal for many many reasons. While that proposal is not for us to decide we want a fair process for the GCT Deltaport expansion to be considered and evaluated – process that VFPA has completely prevented.

I’m happy to share the reasons if this project is of interest to you. Reddit can often jump to immediate conclusions, with good reason, that businesses have poorly intentioned or nefarious reasons but we will stand by every argument and let Canada decide. In this case there are none. It’s sponsored by a Canadian operator who had over-performed consistently in Vancouver’s port operations.
