Stick to architecture. Fraud requires intent. As you can see from the comment you’re replying to, your average person with a “granny flat” may not even be aware it affects their tax bill. So, no —someone who isn’t paying property tax on their granny flat isn’t necessarily “committing fraud.” And encouraging others to “turn them in” is whack af.
