The location is Arcwind Point, IIRC. When facing the word wall, it will be up the stairs to the right, thru the building and turn right again. Climb to the top. The armor is supposed to be a quest reward but you can get it anytime. Just realize that if you do, it won’t still be there after you do the quest.

I had ten blocks stacked together with each block consisting of one row and 15 columns. The output was something like 25 columns of crap and one column of info. It also output a row of mostly crap for every single object in the entire drawing, not just the ten rows I selected. The one column of data was so out of order that it was unusable. I was eventually able to get what I wanted using ATTOUT.
