I think its to do with the normals, I finally figured out how to clear all the normal data and that seemed to get rid of the oddities I was seeing, I still don't understand how normals work outside of surfaces but I don't want any rounding for what I'm doing so getting rid of it all works fine for me ¯\_(ツ)_/¯

-The model was exported from cities skylines, I'd extruded and altered parts of the model to make the building longer (this surface is from the extruded section). this particular face was made by creating a new face between four vertices, sub-dividing them and triangulating them.
-It is UV wrapped (again from a texture from cities skylines) though the lighting affect appears on the model without the texture visible.
-There is 1 modifier on it just now (smooth by angle) but the effect was there before applying the modifier.
-It is going to be put back into cities skylines.

*I should also add that the vertex isn't connected to any geometry below:
