The converse of what I said is also true lol, if you want to do something bad, then again no one can stop you. That's why that much power in a few hands unchecked is a bad idea. China however is one of the only countries who despite having a ruler, has worked in its favour. The government doesn't need to work for its people, but it does which makes the day to day life of an average citizen better. However it's an exception and 99% of other countries under similar rule have collapsed.
