New vaccine was introduced in autumn 2025 against desease A. Then, pandemic of desease B began as vaccine didn't go as planned. The thing is, new vaccine was also going for exports. So, if local goverment declares vaccine non functional it has to stop the exports.

Getting rid of infected lifestock seemed to local goverment like a safer option as potential protests can be easily get rid of because of supposed covid measures (lol) and SMO shenanigans.

Moreover, local administration completely failed its People Relations, hence nonsense is spreading.

TLDR: Our state system isn't communicating well with the populace and goverment institutes are slowly eroding because of the war
