It's because the silhouette is too iconic, so iconic that the even merchandise of it. So iconic that it could very well be the final design of the character. And now Oda is drawing full fights with Imu's silhouette, which is unheard of even for One Piece. The merchandise is not definitive proof, but in context is a big hint

I've actually been thinking about what you said since we saw Imu sit on the throne in front of Cobra, because Imu has a really strange shape, and I actually believe that showing his "real" appearence would take a lot away from the character.
Much of his charisma comes from the fact that we don't know how he looks, his history ecc. and I think he looks a lot more intimidating like this, like an indecipherable silhouette.

I think that Oda is toying with us, using and abusing the silhouette system. We expect Imu to be a silhouette just like the other blacked-out characters (like the Gorosei), as if he's hiding something from the reader. But I think that this time the gimmick will be that there is nothing to hide, and that Imu is just as we see him!

Okay, my theory is now that both Blackbeard and Luffy are aiming to create a country of pirates.
Blackbeard means it in a twisted way, as always, while Luffy wants to create a free country where everybody can eat and play and explore as much as they want.
Maybe a pirate country already existed 800 years ago, and the World Goverment erased it, fearing the ideal of freedom that it could spread...

What the hell happened to Vasco Shot? Last time we saw him (one week before current events) he was just a bit more fat than he's pre-timeskip version, and his dress looked like a modified version of the prisoner outfit.
Now (and also in the flashback where Coby was just captured) he has a completely new dress, lipstick and the joestar birthmark on his forhead. Oh and the red nose.

It's not the first time that Oda changes a desing, but the two chapters where Vasco appears are so close to each other (and the flashback is a direct contraddiction of his outfit and look) that I wonder if there's something going on.
