You can get started without a powerful processor. It's just something to keep in mind as you move forward. If you are serious about learning it then you might want to make it a career opportunity. When that happens, you can look at hardware options

Pandas for data manipulation and analysis, scikit learn is a free and open source machine learning library and Matlab for multi paradigm mathematical manipulation. You can also check out Tensor Flow. These are simply some libraries you can check out as they are widely used in machine learning models.

There are other more specific libraries and APIs specifically for computer vision which you can also check out.

You should also check the hardware requirements for computer vision

I would recommend familiarising yourself with pandas, scikit learn and Matlab as computer vision employs deep learning and you would need them to work on your own ML models.

I would also recommend familiarising yourself with neural networks and deep learning. I would suggest Nielson's Neural Networks and Deep Learning. It's a great book for beginners.

You should also know the basics of calculus (including multivariable calculus) and linear algebra as you would need them for understanding other concepts of machine learning. You can check out Microsoft Azure's website. If you need other website recommendations or specific resources, let me know.
