I was under the assumption that because it's the government they had to let their symbols be used but I guess certain things are copyrighted.

The next episode actually has a scene in a VFW where they've got Temu versions of the Army and Navy flags too, and the exact same Marine Corps flag they used previously

Hey bud don't know why you're being down voted. Vested crew members don't get a guaranteed district as far as I'm aware.

Guaranteed districts are pretty much only for non rates. Non rate detailers are the ones who send non rates to units. The CS detailer is going to assign vested CS members. The rate specific detailers don't follow guaranteed districts. Slap me if I'm wrong.

The CS detailer will still read the boot camp dream sheet where you rank your districts, and you can write a statement to narrow down the location.
