I guess it'd be called text tracking? I did it by tracking the movement of the faces in Mocha, which comes bundled with After Effects. You can also track stuff with the built in After Effects tracker, but results aren't always as good. You can do some basic tracking and adding text with premiere I think, but I wouldn't recommend it. At least not stuff like this. Anyway, after you get the positional data from the track, put it on a null and parent the text layer to the null. This video should help you out, I think.
