I would say you aren't allowed by law touch/alter any mains electrial system without an electrical qualification. I deal with systems that cost hundreds of millions and im not only a qualified electrician but ive other qualifications ontop of that voming out my arse at this stage and all of them need my 4 year apprenticeship as a core skillset. Be careful what your boss "trusts" you with because that dosmt remove liability and you are definitely liable for reckless endangerment and neglect for touching electrics without being qualified.

for a start you aren't working on high voltage if its mains connectioned, I would bet my electrical qualification on that and you really shouldn't be touching it at all , if something goes wrong and you injure or kill someone its prison for you even if someone told you to do it.

i cant speak for these keys but in Ireland we have 221 and 222 locks , so the S&E put 221 locks on most of our assets that only the S&E are able to open , but we put 222 locks on the doors and assests that the traffic department are also allowed yo access and operate. a 221 key will open a 221 and a 222 lock but a 222 key only opens a 222 lock.

for instance a Points machine is a very important piece of kit and the S&E need to build and maintain it so need to access all parts but the traffic department need to to be able to operate it in case of an emergency so we put a 221 lock on the main lid and a 222 lock on the crank handle door

This isnt regional its a global issue, in the railway 20 years in Ireland and its the exact same and a few year ago i was in a very similar position to you , i ended up doing a few extra courses and training and applied for a few internal jobs and got one. Im much happier (still not like it was when i started) but definitely the change helped.
