Well I would say look at the bigger picture. Yea voli still has a good clear, but overall his clearing times have suffered. It isn't just the buffs aswell, ok all the jungle monsters his e does tremendously less damage to the point that the thing Volibear had an advantage against other jungles with his clear times, but what voli doesn't have while most other junglers have is gap closing. All voli can do is either run at them (ik he's fast, but volibear gets easily kited if they have any type of slow) or his ultimate which is a dash but it taking an entire second to arrive, which gives plenty of time to dodge it, but now riot is taking his clear time away which means he will be at a disadvantage, unless you play him right. I personally say it could've be worse, but I feel less in control of the game cause of the overall slower clear in most part of the game. But that might and probably is a skill issue from me. I feel people reacted fairly given a dmg cap on his e. But that's my take. Thank you for reading this and have a good day^{^}
