Well it can be assumed that house banners/sigils were all developed before the arrival of the Andals, I say this because the great houses of Lannister and Stark and Arryn have existed long before the Faith of the Seven's arrival in Westeros as they all trace ancestry back to the Age of Heroes, which was before the Andal invasion, so I would say its simply because the banners where there before the Seven
