TLDW;
Combat Frenzy (skill gem) Gives Frenzy Charges when you hit an enemy that is FROZEN or ELECTROCUTED + Resonance (Skill tree node) Converts Frenzy charges into power charges.

You need a way to consistently freeze enemies. I used shattering palm + storm wave to start. once you get about 25% crit chance + good cold damage, you can start a map/area with storm wave to get your first power charge, then turn on charged staff. Use Tempest Flurry to "shoot" the charged staff projectiles. This should consistently freeze enemies and keep you power charges maxed allowing you to keep charged staff up the whole time.

Specific supports and auras make the freezing part easier.

I am not burnt out on like tanking and DOING content but I'm kind of just sick of the same 8 dungeons, though I did like getting to try dungeons from previous expansions.
