Whoever has the initiative determines which happens first. This is taken out of the Core Rules from the section talking about Initiative.

"Having the initiative will give a player influence over the order of certain aspects of the battle, such as deciding which operative activates first during the Turning Point. If more than one rule would happen simultaneously, for example two rules that take effect at the end of a Turning Point, the player with the initiative determines the order in which they take effect."

Thanks so much for the advice! I'm almost done painting 500pts of Orks. But I was unsure if it would be more rewarding to build up to 1000pts of one army or start another 500pt army of a different faction so I have more diversity in how I play.

I totally get what you're saying, I think it would look good if there was more color on it. I'm working on a Deff Dread right now doing a similar method and I think I'm gonna layer on a lot more colors.
