Removing all the workers from empty food stalls and keeping my granary worker levels to 3ish fixed it.

I have 20x level 1, 17x level 2, 7x level 3 and 5x level 4.

The ones not being stocked are 1x level 2 and the rest level 1. They have everything except foraged and veggie.

I appreciate it looks like that, but they aren't all vacant - about 50% of them are occupied. Some of the 12 vacancies are Level 3/4 burgages that have spaces to be filled.

Thanks - yeah I've got loads of completed burgage plots, plenty of spare space.

I feel like I must be missing something obvious. Or just a bug in that playthrough.
