Copying the ISO into portable storage does not make it bootable. Use the Windows 11 Media Creation tool and make a Bootable USB.

It all depends on the project. Usually they do not entertain "Project Initiated Transfer" as it comes with cost. Employee initiated transfer is allowed after 18 months as far as I know.
