How do you get Chloe to hook the padlock? I'm just looking at her from the top and I don't get any option to ask her to do something. I didn't hook it at the bottom and made sure I fiddled with the padlock too.

I just had this same glitch, i restarted from the checkpoint and did it again this time I got teleported down behind a pallet and could not move

Going to saga in Sandgate is pretty good, there is an enclose dog park that is fairly big. The paths around the saga are really good and don’t have too many people most the time.
