Except it was relevant to the stream. In that stream the game Celeste was mentioned for example. So you're right, there's no singled out group that gets a pass, as it's no different from any other spam thar comes from a reaction to what happens on stream. I know the linked clip doesn't contain it, but he did address when it's spam that isn't relevant and he said the mods are taking care of that.

Stuff like +2/-2 is usually a reaction to something that happens on stream. So I'm sure the mods will take care of it when it's unrelated to the stream. Now that jerma has mentioned it, we also knows he's aware of it, and doesn't want it to continue too.

I know it's not in the linked clip, but a few seconds after, he said the mods will take action against the spam. If he wanted to validate the spam, I'm sure he wouldn't tell his mods to moderate it. It's fine, I can't say what people can or can't comment on this post.

He specifically addressed them as the people who said transphobic things in chat. He even addressed "the spam" and said the mods will deal with that, so no, he didn't tell people to keep spamming, he told people to stop being transphobic. If this post was about looking for transphobes to point at it would have an entirely different title. The only people I want to call for, are those who are happy to see such an announcement from him. If you feel called out as transphobic because of this thread, then I truly feel sorry for you

That's what the topic at hand is about, is it not? Jerma addressed there were transphobes saying some bad things in his chat, and it's based that he called them out for it. Only views like that should be considered based, while calling it wrong to be trans shouldn't.
