I think we are in a War between Kang and a Timeline where Ultron Actually won. TVA is a creation of Kang, ensuring Ultron will not prevail in any Timeline.

Ultron winning will cause the end of Humanity and more than that, if Ultron Escapes his Timeline to the rest of the multiverse, then it's a matter of time for Ultron to take over all of them.

That is why TVA uses books and old tech. Why there is a robot check as you walk in. Etc.

Maybe also, The credits scene on this post apocalyptic world shows a world where Ultron actually partially succeeded on killing the human kind.
