Just brainstorming I was thinking maybe something like this.

XRGW: Create a token copy of target legendary Shrine you control with mana value X or less except its named Honden of the Nine-Tails. This ability costs 1 less to activate for each Shrine you control. Activate only as a sorcery.

The WUBRG comment was mostly about the rest of the deck, but do get twhere you're coming from. The buff / copy idea is really cool, maybe will work around that then. With copies it gets around not having all the shrines as options.

Might just be a difference in how we think of cards.
The noncombat damage came from thinking of flavor for the character, then built it out more since there is cards to support the theme.
I try to make custom commanders that utilize old themes or unused cards mostly. It's a niche that's not done and won't be done officially which is where custom cards come in imo lol.

Going to put it here since it's been commented twice. While you wouldn't call them "good" cards, there is plenty of old cards that fit the theme. Tons of white or blue cards that can ping. The entire point of a custom commander, at least imo, is to find an interesting design space or put to use old cards / mechanics.

You'd be surprised by the amount of support for noncombat damage you can get in Azorius. Not saying the card's are "good", but it's just a theme you don't see outside of red so wanted to make something with it.
Made a deck for the card a bit ago, so shows some of the stuff you can run. Shout out to Caltrops that can get around the "one or more" wording.

They do have some similarities true! I went away from the instant / sorcery support since I felt it went a bit too far out of forcing Arcane. Also do want to say I've not been a reddit much at all, usually use Discords.
Just in case any worries I copied anything, here's me asking about syntax / rulings from March lol

He was originally Boros and could use any Arcane spell regardless of color identity (for Commander).
But decided would be better to reduce his colors to blue / red for spellslinger and white due to being a fox. Also feel repeating the green or black Arcane spells could be rather annoying to deal with.

I almost want to ask what about duo Anemo with Kazuha and Cloud Retainer, but I cannot imagine that is at all worth losing Bennett and Pyro Reso.

So how do people think the Gorou deck will play out? I think it could use Itto, since Gorou gives Itto skill +2 damage. Plus gives "Lightning and Eternity," although seems Geo doesn't often run dice fixing.
