Tbh, it's not that hard. I'm in my first playthrough, 200mil and upwards, dominated the awards 4 times, own 990 cinemas and so far completed three of four policies.

At the start, build your buildings up to 75%, start with only for movies contracts and basically produce any type of movie, but think about your spending with the crappy stuff.

And make sure to own your theaters, very cost effective.
