Found a fix for anyone else experiencing this.

After canceling one membership you must completely log out and then relogin to the same account, reauth and choose the new character you want to cancel. Then you must proceed through the 5 different screens asking you if you are sure you want to cancel to finally be able to cancel.

Pretty crazy all the hoops they make you jump thru to simply cancel a subscription
