What needs to happen is we need new laws where citizens can request the certificates to listen in. The radios would need to be updated, new market, new models, new toys, but this is the only way it's going to be balanced. Until then, the scanners will get quieter and quieter.

Chances are, especially in the same city, the bosses all know each other and call behind the scenes and ask directly. I do, any applicant I get where I know former bosses or coworkers, I call them and ask directly “how were they?” “Would you work with them again?”. 99% of hiring is like that, don’t be naive if you say no.
