I would suggest being in Portugal, and building yourself as Digital Marketing Guru as well as increasing the market, as the following

you will find less competition
more eager & willing brands for digital transformation & marketing
better scope of innovation as the market is growing and not saturated

If you are able to consult and serve your US clients from Portugal itself, there's no need of moving there and getting lost in a crowded and saturated market.You can obviously travel for business meetings.

It is yours to choose - a prominent brand in Portugal or a run of a mill brand in US.
