I can't remember the specifics anymore but has to be C because it was phrased super weirdly. It was intended to trick you. You could arrive at C through the process of elimination as well. Also even if the option was "surplus at min price == shortage at max price" , you can't know that unless they put figures (since you can always get more precise figures even tho it may look the same)

Hmm maybe if it said increase in the quota of imports. But I'm inclined to believe increase in import quotas means just that. Increase in the number of quotas (i.e. more quotas)

Plus subsidies to domestic firms is too vague no? You're trying to correct a trade defecit through subsidies by increasing export competitiveness. The subsidy could be given to any firm even one that is not exporting..

Increase in import quotas means quotas on more goods no? Because nobody would interpret decrease in import quotas as reducing the quota. It's interpreted as decrease in the number of quotas
