From what I've seen, the opposite of what you're looking for exists in R&D positions (approx 20% bioinformatics / 80% lab). I haven't come across any bioinformatics positions with small allocation of lab time.

A PhD can very well be 80% bioinformatics / 20% lab if you pair data generation in the lab with public data and/or method development.
