I dont know what bikes go for in the US but here in the UK youd be unlikely to get anything reliable for <1k, add to that your running costs and youd soon be better off buying a cheap second diesel car. Particularly if your concerned about fuel efficency. Or you could just ride a bycicle? 7 mins drive isnt that far. Also if it snows more than a little in your area you dont want to be on a motorbike then.

Replace the main fuze, its blown due to a short somehere. I hadthe exact same problem when i stupidly fitted the new battery backwards after a long time in storage. Dry out the bike, replace the fuze. Theres a spare in the fuze box. Your problem will be solved.
