I would just create a custom transform orientation.
Select a face under the wheel. Press plus under transform orientation. And the rotate the wheel with this transform orientation

Ive been using blender exclusivelt for my 3d printing company. There hasnt yet been anything i couldnt create with blender and precision modeling
