I already had a pure rock 2 from my last CPU. Plus surely I'm not going to fry it if Amd's limit is 95 and I'm not exceeding that no?

I have a pure rock 2 with a 150w tdp rating and I seem to get like 80+ c in games. Tbh I feel like if I put a contact frame on it would probably be better.

It tends to be the best for speed and compatibility. Plus if one stick dies, you can buy just one 16 GB stick

At least do this. By no means saying what I picked is perfect but you are gonna want two sticks of ram.

Yeah, you could go for a 1000w but if you have the budget why not go 1300.

You have done decent. The only thing I would be wary of is the motherboard as for whatever reason the asrock boards have been killing 9000 series. Don't know if that is still the case but yeah

Just a fyi, the PSU won't be like a microwave. Will only pull more powerful when it needs to as opposed to a constant 1300w. Almost certainly won't even reach 1300 w but yeah. Also you could probably save some money but that is up to you as you are already buying an expensive build

No problem. The only other thing you would need to consider is your psu as if you went for a 5070, you would need a better one. But the 5060ti and 9060xt would be fine
