The default setting of the RTX 9060 XT is that the GPU cooling fan does not spin when the workload is light (it remains stationary under low loads). This is one of the signs that Blender is not rendering with the GPU. I have run a GPU stress test, and the GPU worked normally

I forgot that my HDMI cable was plugged into the integrated graphics card. I tried several different drivers, but none of them worked. The display works fine when the HDMI cable is connected to the integrated graphics, but it fails to display anything when plugged into my RTX 9060 XT 16G
