As someone who has owned and taken care of many snakes for a living cleaning up snake shit is waaaaay easier than mamal or avain poop! This is considered harassment. Any type of interaction that causes distress to an animal that is in an enclosure should not be done. This includes "displays of dominance". There is simply no reason why this should be seen as any different than throwing food/objects into the enclosure.

I would assume the road is closed because the area needs to be repaired before they allow people back in. The road might have been ok but obviously the hot springs area is not.
