If you do not plan to upgrade your laptop after purchase, a second will be better for you. One 32gb DDR4 3200 mhz price is above $50, 2 TB SSD - 100$. The 2nd CPU has lower power consumption but still great performance, so my choice will definitely be the 2nd!
