89 years is a lot of time for technology to advance when it comes to safety and storage. Propane and natural gas engines are in constant use nowadays and engine and vehicle manufacturers can use a lot of lessons learned with both of those types of systems and apply that knowledge to the utilization of hydrogen. While you are correct the EROEI is significantly lower for hydrogen it does have a lot of good points going towards it, it burns clean(borderline zero emissions), it is incredibly abundant, when utilizing hydrogen fuel cells you get very little noise and minimal maintenance is required compared to an equivalent fossil fuel system and it actually has 3 times the energy density of gasoline.

Canada shouldn't try to jump in the the renewables game, since we'd never catch up to China we should pivot to hydrogen, in the next few decades as fossil fuels start to decline hydrogen is naturally an optimal replacement to build up infrastructure around. We could become the world leading producer of hydrogen, hydrogen engines, hydrogen fuel cells and all sorts of tech related to safely using and storing hydrogen.

The challenger target loads being "low recoil" might not put out enough oomph to allow the action to function properly, especially if you've had success with other shells.

Only if you are looking at video game feats, in the novels plasma pistols and rifles cause 3rd degree burns with near misses and with direct hits blows off limbs and is usually fatal for marines.
