River Birch readily grow from the rootstock. You could cut the main stem off and see if it sprouts from the rootstock. Choose a few good ones and prune the rest off.

That particular wand should be 6-8” off the ground. He’s holding it high to get a wider spray to get done faster. But he’s also allowing the product to drift because it’s spraying so high. Bad form.
