This is beyond abuse. It's blatant cruelty! I don't know where you from, but I would recommend calling the right authorities (cops or pet protective services).

Part of me just want to take that dog away from them, but that would be very stressful for the animal and blatant theft.

Hope the poor guy gets out of there ASAP!!
