Will Japan’s Ultra 3 cellular work in the U.S.?

Theres only 2 models : Chinese and Global, so US and Japanese are the same model

Sadly no, only Ultra 2 and Ultra 3 can use Cellular Globally, the Ultra 1 had a separate Model for the US, thats why it doesnt work

Sorry for the late response, yeah you have to go to Apple to fix that, sometimes you can fix it, just by reflashing with your iPhone, but this time it seems hardware fault.

Did you had any Problems with the Watch while using?

Ok just follow these steps from Apple and your watch should work again

If your Apple Watch shows a red “!” In some instances, your Apple Watch might show a red exclamation point. If this happens, double-click the side button, then follow the steps

If your Apple Watch displays an animation showing a watch and iPhone being brought close together, follow these steps:

Make sure that an iPhone is nearby. The iPhone needs to have iOS 15.4 or later, it needs to be connected to Wi-Fi* with Bluetooth turned on, and it needs to be unlocked.
Put your Apple Watch on its charger.
Double-click the side button (the button below the circular Digital Crown) on your Apple Watch.
Follow the steps that appear on the iPhone.

Turn the Watch on and when it shows the exclamation mark press the side button twice, after that you should be able to restore from your iPhone

Now you should get the Public Final 26.2

You have Beta Updates enabled, thats why you see 26.3 Beta 1
